Heating and Ventilation Engineers.

Please see this link for further details on your legal requirements regarding asbestos training:

http://www.hse.gov.uk/asbestos/training.htm

This ½ day Asbestos Awareness Training covers: the history of asbestos; the properties of asbestos and its effects on health; the types, uses and likely occurrence of asbestos in buildings and plant; and the general procedures to be followed to deal with an emergency. Armco’s training sessions are held by fully qualified and time-served surveyors whom deliver the class as an oral presentation with power point slides and written material. The candidates are presented with a certificate and Armco also provides the necessary yearly refresher training session. The cost of this session is £65 per person plus VAT.

We are also holding that day, a Works With Non-Licensed ACM’s training which is made up of the ½ day Asbestos Awareness and is then followed by an afternoon session covering non-licensed ACM’s. Various asbestos products are considered low risk and therefore non-licensed, such as asbestos cement, floor tiles and texture coating. Such materials have been deemed low risk by the HSE and therefore any remedial works do not require a license. The materials still harbor some risk and therefore those undertaking such remedial works must be trained in working with such ACM’s. Once the one day course has been completed, the member of staff can then be utilised to undertake remedial works with non-licensed ACM’s as a competent contractor and therefore the use of costly sub-contractors can be avoided. The cost of the course is a competitive £175 per person plus VAT and is minimal compared to the money save from avoiding costly sub-contractors and the increased revenue should you begin providing such services. You can just attend this afternoon session should you hold a valid Asbestos Awareness Certificate.

Our UKATA approved courses are provided under licence from our training partners UK Asbestos Specialists Ltd. The course is tutor led by a UK Asbestos Specialists Ltd registered trainer, certification will be administered and issued by UK Asbestos Specialists Ltd.

Contact the Armco office on 0161 761 4424 for further details.

London based property firm Optima Cambridge Ltd have been fined £80,000 for a catalogue of safety breeches and failing to adequately train staff with regards to asbestos.

Optima were renovating the Burton Brewery building in 2009 and 2010. Burton magistrates court heard how Optima ‘put profit before safety’ by failing to protect its workers against asbestos exposure.

Magistrates heard that the site manager of the renovation project, Dominick Jaslowski “fell short of what was expected of him’ when he ordered his workers to carry asbestos-contaminated rubble into the basement, which was then bricked up instead of being disposed of safely. These workers were not trained or given adequate protective equipment.

The whistleblower, who alerted HSE of Optima’s negligence, said ‘“I often came across sheets of asbestos lying around the building. At one point, I was even asked to move a mound of rubble. I happily plodded along and moved it – there must have been four or five tonnes.

“I had no idea what was in the rubble but, since reading about the court case, I have been worried it was asbestos.

27 tonnes of asbestos-laced rubble were discovered in the basement in waste bags sealed with cling film, workers had been given inadequate masks to stop them from inhaling the toxic dust.

An industrial property owner has pleaded guilty to four separate breaches of the Control of Asbestos Regulations 2012 following a series of failings at a building in Newport.

On 21st February 2013, Abergavenny Magistrates’ Court heard that Mr. Nasimul Karbani, from Middlesex, employed two workers to help him remove rubbish and debris from a site at Bankside Coverack that he part owned. The Health and Safety Executive (HSE) stated that this debris included a large amount of asbestos insulation board (AIB) and that the manner employed to clean up this type of asbestos containing material (ACM) was deemed unsafe.

Newport City Council notified the HSE following concerns raise about the safety of the work. A subsequent HSE investigation found that Mr Karbani not only did not hold the legally required license to deal with ACM’s, he failed to manage the risks to those employed in the clean-up. The court then heard that the men he hired were not properly trained or equipped, and that they were not decontaminated following the work.

The HSE informed the court that Karbani was in possession of information that indicated where the asbestos was located in the building and despite being warned on two occasions that the work should not be carried out, he continued the work.

Nasimul Karbani, from Chiltern View Road, West Drayton, Middlesex, pleaded guilty to four separate breaches of the Control of Asbestos Regulations 2012. He was fined a total of £3,000 and ordered to pay £3,015 in costs. Please see the following for further information:

http://www.hse.gov.uk/press/2013/rnn-w-nasimulkarbani.htm

‘Asbestos Awareness’ training is mandatory for all those likely to come into contact with ACM’s in their works tasks and is found on houses built before the year 2000. In order for workers to be involved in the remedial work, removal or clean up of ACM’s they must be trained to do so in the form of a ‘Non-Licensed Works with ACM’s’ training course.

Here are Armco we offer both of these courses at a very competitive rate, call the office for further details on 0161 761 4424.

The Control of Asbestos Regulations (2012) legally binds employers to comply with Regulation 10, which stipulates that workers whom work on building built prior to the year 2000 must be Asbestos Aware. Armco’s Asbestos Awareness course educates workers on the history of asbestos, what asbestos looks like and, when and how asbestos was used in building. The attendee would be taught how it identify asbestos and the correct procedure to follow to deal with asbestos correctly. The cost is £65 per person plus VAT.

The Works with Non-Licensed ACM’s training is made up of the ½ day Asbestos Awareness, followed by a half day session covering non-licensed ACM’s. Various asbestos products, such as asbestos cement, floor tiles and texture coating have been deemed low risk by the HSE and therefore any remedial works do not require a licensed contractor.

A catalogue of errors made by an engineering company and a building firm resulted in workers being exposed to potentially deadly asbestos fibres.

Workers were exposed to dangerous asbestos fibres during a refurbishment and demolition project in Swansea, a court has heard. It was concluded that the project was badly managed, with untrained staff in charge of operations and that this was further fuelled by inadequate surveys for the presence of asbestos.

Neath Magistrates’ Court was told on 10th January 2013 that engineering firm Wall Colmonoy Ltd had contracted Oaktree Construction to renovate a building opposite its premises in Pontardawe, Swansea in December 2010. The engineering firm had two asbestos management surveys for the site and although these were later deemed to be inadequate, they did identify the presence of asbestos materials.

Despite this identification of asbestos, work was allowed to begin in the building without a legitimate removal plan. It was heard that Trebanos-based Oaktree had been advised by the Health and Safety Executive (HSE) that a separate ‘Refurbishment and Demolition Survey’ was also required before any activity commenced and that this requirement was ignored.

During the demolition works asbestos insulation board (AIB) that was covering a steel column was damaged. A Wall Colmonoy employee was told to tape plastic bags around it and work was allowed to continue in the building for several months with the AIB debris left lying on the floor.

A subsequent HSE investigation found that Wall Colmonoy failed to appoint a competent Construction, Design and Management Co-ordinator and a Principal Contractor to plan and manage the construction work. Furthermore, they ignored advice from its own health and safety manager to notify the HSE of the demolition phase of the project, as is required by law.

In addition, the court heard that no-one involved in the management of the project had the skills, training or experience to address health and safety issues, including the risk of asbestos exposure and that non of the workers had received mandatory asbestos awareness training.

Wall Colomony, of Alloy Industrial Estate, Pontardawe, was fined a total of £16,000 and ordered to pay £3,287 in costs after pleading guilty to breaching Sections 2(1) and 3(1) of the Health and Safety at Work etc. Act 1974. Oaktree Construction (Wales) Ltd, of Pheasant Road, Trebanos, was fined £8,000 with costs of £2,000 after pleading guilty to breaching Regulations 16 and 11(1) (a) of the of the Control of Asbestos Regulations 2012.

Armco are holding an Asbestos Awareness and Works with Non-Licensed Asbestos Containing Materials (ACM’s) training session at Bury Business, Centre, Kay Street, Bury, Greater Manchester on Friday, 22nd February 2013.

These materials are required to be removed/remediated by a competent contractor which attendance on this course ensures. The cost is £175 per person plus VAT.
