A man from Preston in Lancashire has been jailed for fly tipping asbestos waste.
Paul Williams, aged 53, from Ingol in Preston, was found guilty after it was discovered that he ran a secret waste disposal operation from his flat.
As a result, he has been jailed for 14 weeks after a hearing at Preston Magistrates Court.
Roofer James Young, aged 48, from Darwen, was fined £800 for using his services to dispose of asbestos from his business J L Roofing, in a bid to cut costs.
Mr Williams apparently ran the waste disposal operation between 11th June and 9th July 2018.
Part of this operation involved illegally fly tipping asbestos waste, as Mr Williams did not have a permit to do this.
The court heard Mr Williams admit to fly tipping asbestos on consecutive dates – 11th, 14th and 29th June 2018.
Paul Williams appeared and pleaded guilty to three offences at Preston Magistrates Court on Thursday 18th April 2019.
Two of these offences came under the Environmental Protection Act and another was an Environmental Permit offence.
For each offence, he received a sentence of 14 weeks in jail and was also ordered to pay a £150 victim surcharge.
James Young appeared in court on the 20th March 2019 and pleaded guilty to fly tipping asbestos waste on one occasion and received a fine totaling £800 with an added £1,000 in compensation, £717 costs and an £80 surcharge.
Director of Customer Services and Interim Deputy Chief Executive for Preston City Council, Neil Fairhurst, said of the case, “Of particular concern is the total disregard to health displayed by Mr Williams and Mr Young.”
“The way in which they handled the asbestos roofing waste created a serious risk to the health to anyone in close proximity.”
“These were deliberate offences committed for financial gain. It is apparent that Mr Young used the illegal services offered by Williams purely to avoid the high costs which he would have encountered by using an authorised hazardous waste disposal service.”
